Maven’s Minutes: Delta Watermaster Craig Wilson talks to the Delta Stewardship Council about expanding “Term 91?

Water right holders, according to Delta Watermaster Craig Wilson, must curtail diversions from the Sacramento River any time that the State Water Resources Control Board invokes Term 91. It allows releases of water from state and federal reservoirs in the Central Valley to flow into and through the Delta. By doing so, the state and federal governments meet the water quality objectives set down by the Board. On November 13, 2012, C-WIN's senior research associate Tim Stroshane presented testimony to the State Water Resources Control Board, recommending that Term 91 be expanded to protect public trust river flow concerns and to include more water right holders prior to 1978. Before this testimony, the State Water Resources Control Board had not openly considered Term 91 in relation to its San Joaquiin River flow objecives or its Bay-Delta Water Quality Control Plan.
