Mission: The California Water Impact Network is a non-profit, tax exempt California corporation that advocates for the just and environmentally sustainable use of California’s water, including instream flows and groundwater reserves, through research, planning, public education, media outreach, and litigation.

C-WIN has a proven track record of success defending the rights of the public for California’s water resources.
In July 2016, Sacramento Superior Court Judge Michael Kenny substantiated C-WIN’s conclusion that Governor Brown’s plan to divert water from the California Delta watershed did not conform to state law, containing only “recommendations” for water export flows - not clear, quantifiable and enforceable targets. The plan was halted for 1-2 years.
The C-WIN team authored the groundbreaking Santa Barbara Report. It demonstrated that the proposed Delta Plan had the potential to bankrupt cities reliant on water from the California Delta watershed. This report gave C-WIN a seat at the table with the County Board of Supervisors, four regional water agencies and Governor Brown’s special advisor for the Delta, Bruce Babbitt. The report was put into evidence at the State Water Resources Control Board hearings to stop the building of the Tunnels.
Since reviewing the Santa Barbara Report in 2012, the Santa Barbara County Board of Supervisors has held off extending their State Water Contracts. If extended, these contracts would allow the state to isssue new revenue bonds to cover major project costs without a vote from the people.
